Originally from Wilmington, Delaware, and a resident of Chester County, Pennsylvania since 1980, Neil is a graduate of Indiana University (Bloomington, IN) and Widener School of Law. After receiving his law degree, Neil was admitted to the Pennsylvania and New Jersey bars in January, 1993. He currently maintains his Pennsylvania Bar membership, and is also a member of the Chester County and Pennsylvania Bar Associations.

Neil joined the Brutscher, Brutscher & Foley firm in 1993, and became a partner in 2004. At the time he became a partner, the firm changed its name to the Law Offices of Brutscher, Foley, Milliner & Land, LLP.

Neil’s areas of practice at the firm involve Business Law, including formations, operational consultation and counseling, transactions, litigation and dissolution; Real Estate and Zoning Law; Real Estate Development and Subdivision;¬† Business Transactions; ¬†Landlord and Tenant Law; and General¬† Litigation. Neil represents several Zoning Hearing Boards in the County, and is a solicitor for the New Garden Township Sewer Authority. He is also the former Solicitor for New Garden Township, having served from 2008 into 2012.

A long standing member of the Southern Chester County community, Neil is a member of the Board of Directors of the Kennett Area Senior Center, and a former member of the Volunteer Board for the Kennett Area YMCA. Neil previously served as a member on the Zoning Hearing Boards of both Kennett Township and the Borough of Kennett Square.

Neil and his family currently reside near Kennett Square, Pennsylvania. They are parishioners at St. Gabriel’s Parish, and previously involved with the St. Patrick School in Kennett Square. The Lands enjoy sports and other recreational activities together, including golf and platform tennis at the Kennett Square Golf and Country Club, where Neil continues to serve on various committees. A proud family man, Neil was a youth sports coach for many years, including time coaching many YMCA youth sports teams, and CYO basketball.
