After serving the public for over 25 years as a senior trial lawyer in the Chester County District Attorney’s Office, former Deputy District Attorney Stephen J. Kelly joined Brutscher, Foley, Milliner & Land, LLP in March of 2014. Steve earned a bachelor’s degree in Economics at the University of Delaware and his Juris Doctorate at the Delaware Law School. During law school, he clerked for and published articles with Professor Fairfax Leary, Jr., one of the original drafters of the Uniform Commercial Code. Steve began his legal career working for the House of Representatives for the State of Delaware. He next served as the judicial law clerk for the Honorable John E. Stively, Jr. of the Court of Common Pleas for Chester County.

Hired as an Assistant District Attorney by James P. MacElree, II, now President Judge of the Court of Common Pleas, Steve was placed in charge of the Juvenile Division. Shortly thereafter, Steve earned a position in the trial division where he was involved in trying some of the office’s most important cases. Over the course of the next two decades, Steve tried more trials to a jury in the Chester County Courthouse than any other attorney in the county. He soon was appointed to the position of Deputy District Attorney where in addition to trying high profile cases, he trained police officers and attorneys, and was responsible for running both the Investigating Grand Jury and the felony drug unit. 

Steve’s notable career in the DA’s Office included the successful prosecution of numerous capital murder cases, the first trial in the county involving a wiretap of a large drug trafficking organization, and the corruption prosecutions of attorneys and public officials. Steve is a graduate of the Career Prosecutor Course at the National College of District Attorneys and served on the faculty of the National College of District Attorneys.

Steve has done extensive work in the community, working in the City of Coatesville on revitalization efforts and volunteering as a borough councilman in Kennett Square, where he resides with his family.

Steve brings with him to the firm a background in business and economics, unparalleled litigation experience, and great success in working with municipal governments. His practice focuses on civil litigation, government affairs, criminal defense, family law, and business transactions.
