Firm History

Office

The firm of Brutscher, Foley, Milliner & Land originally began in 1950 as the law practice of George J. Brutscher. Mr. Brutscher was a general practitioner focusing on serving clients in Southern Chester County in the areas of family law, land development, municipal law, estate planning and civil litigation. We are still located at 213 East State Street in Kennett Square, where Mr. Brutscher first started practicing law.

While engaged in the practice of law, Mr. Brutscher was very active in the legal community, including serving as President of the Chester County Bar Association in 1964.

In November, 1970, Mr. Brutscher’s son, George A. Brutscher, passed the Bar and joined the practice. The firm of Brutscher & Brutscher continued to focus on family law, land development, municipal law, estate planning and civil litigation, and remained active in the legal and surrounding community.

In early 1982, the family firm was ready to expand and Edward M. Foley joined the firm, having previously practiced in Delaware County, Pennsylvania. Mr. Foley became a partner and in 1985 the firm became known as Brutscher, Brutscher & Foley.

As the practice continued to grow and earn a reputation for high quality legal representation in Chester County and the surrounding areas, the firm was again ready to expand. In 1989 Clare Milliner joined the firm. The offices were expanded into an adjoining building by adding a conference room and additional office space. Ms. Milliner focused her practice in the area of family law and orphan’s court matters.

With the physical expansion came the opportunity to add additional associates, and Neil Land joined the firm in January of 1993. Mr. Land focused his practice in the area of business law and litigation, land development, estate planning, family law and criminal defense. He also devotes a significant amount of time to municipal clients.

Ms. Milliner and Mr. Land became partners in 2004 and the firm has continued its practice under the name of Brutscher, Foley, Milliner & Land, LLP. In October 2008, George A. Brutscher passed away after a brief illness. In November 2008, Jeff Bryman joined the firm concentrating his practice on real estate and construction. In January 2014, Stephen J. Kelly joined the firm focusing on criminal defense. The firm remains a significant presence in the legal community of Chester County, PA, and continues to expand its practice and clientele.
